Tony D. Crowder
Acting Deputy Executive Assistant Commissioner Air and Marine Operations
Tony D. Crowder is the Acting Deputy Executive Assistant Commissioner, Air and Marine Operations (AMO). AMO is a federal law enforcement organization dedicated to serving and protecting the American people through advanced aeronautical and maritime capabilities. With approximately 1,800 federal agents and mission support personnel, 240 aircraft, and 300 marine vessels operating throughout the United States, Puerto Rico, and U.S. Virgin Islands, AMO conducts its mission between ports of entry, in the air and maritime environments and within the nation’s interior. Commissioned as a Second Lieutenant in the U.S. Air Force in 1980 he was an Honor Graduate from Undergraduate Controller Training, and trained as an Air Weapons Controller, he became a specialist in air battle management. A graduate a of the USAF Fighter Weapons Instructor School, he has over 3,000 intercepts in airborne warning and control systems as well as in fighter aircraft.
He joined the former U.S. Customs Service in August 2000 as the Director of Command, Control, Intelligence, and Surveillance, becoming the Director, National Security and P-3 Orion Operations in 2005 and assisted the integration of national security programs into the newly established AMO in 2006. In 2008, he was promoted to Executive Director of the Air and Marine Operations Center in Riverside, California. As Executive Director, he oversaw AMO’s homeland air security efforts and interagency Command, Control, In October 2016, he became the Acting Deputy Executive Assistant Commissioner. Earning a Bachelor of Science in criminal justice from the University of Texas, he received a Master of Science in systems management fro m the University of Southern California and also attended the Harvard Senior Managers in Government Seminar.
Dirk Vande Ryse

Dirk Vande Ryse has over 28 years of experience in the area of criminal intelligence and information management, starting with the Belgian Judicial Police in 1988 where he specialized in serious and financial crime investigations.
In 1999 he joined the European Police Agency, Europol, where he contributed to the pioneering phase in the Serious Crime Department, becoming a Deputy Head of Unit and supported the setup of a new business unit. In 2007 he lead the creation of the Frontex Situation Centre. This Unit monitors the situation at the external borders of the EU and deals with development and management of information exchange related to border security and Eurosur.
He has a bachelor as social worker and master in criminology. He followed master classes in business administration and information management and participated in international senior and strategic management courses. Dirk wrote several articles linked to these courses and his job.
Mr. Leendert Bal

Mr Leendert Bal is Head of Department Operation which runs maritime information systems SafeSeaNet, CleanSeaNet, LRIT, MAR-ICE and provides operational assistance for pollution monitoring and response. Integrated maritime data services are offered to various governmental user communities and other EU Agencies, including EU NAVFOR. He was Acting Executive Director of the European Maritime Safety Agency (EMSA) from 1 December 2011 till 1 September 2012.
He started working for EMSA in 2004 as a policy adviser of the Executive Director, and has been involved within the Agency, as Head of Unit, in developing operational projects such as the network of stand-by Oil Recovery Vessels, the European satellite oil spill monitoring and detection service CleanSeaNet and the EU LRIT Data Centre since their very beginning.
He was previously Transport Attaché in Brussels for the Permanent Representation of The Netherlands to the European Union and worked for the Dutch Ministry of Transport and Public Works, the Netherlands Institute of International Relations “Clingendael” and the Utrecht University.

As Director of AIS Sales, EMEA and APAC for ORBCOMM, George brings 10 years of knowledge and experience gained through the study and application of the use of satellite AIS in government maritime agencies, national navies, vessel tracking service providers, shipping companies and logistic companies ; and has over 50 years of domestical and international experience in the world of computers, networking, telecommunications and satellite services where he held C level executive positions.
He is a Fellow of the Canadian Institute of Corporate Directors and has served on numerous boards of both private and public companies including Chairman of Nuvotech Ventures International Inc, President & CEO Fonorola Inc., a founding Board Member of the Information Technology Association of Canada (ITAC), Founding Chairman of Canadian Competitive Telecommunications Association, (CTA), Board Member of the Canadian Institute of Corporate Directors (IOD) and a member of the Canadian Government SAGIT committee on International Trade.
Earth Observation for Law Enforcement
European Space Agency (ESA)
Gordon has worked for ESA since 1999, defining and implementing actions to expand the uptake and use of Satellite Earth Observation data. This involved working on a range of sectors including utilities, mining, energy and marine environmental protection. Since 2007, I have been focusing primarily on fostering the use of satellite Earth Observation among law enforcement agencies. This has included the use of satellite based information for fisheries protection, border surveillance, detection of illegal trafficking of persons, drugs, weapons etc and support to cueing of search and rescue operations. In addition, I have been working to set up and run additional projects in areas such as detection of illegal mining and resource extraction (mainly timber and fisheries), supporting de-mining and removal of remnants of war in SE Asia, support to NGOs involved in protection of children in regions of conflict, support to nuclear counter-proliferation monitoring, detection of ivory poaching and trafficking activities, and detection of other illegal activities with similar dynamics.
He is also working with countries as they join ESA to elaborate appropriate strategies for developing their national satellite Earth Observation capabilities, defining how these strategies fit with other national policies (eg environment, security, high technology development) and how to work within ESA Earth Observation programmes to complement other regional and international cooperation activities.

Simon is Sales Director at exactEarth Europe Ltd., a leading provider of global maritime vessel data for ship tracking and maritime situational awareness solutions which are characterised by high performance, reliability, security, and simplicity. exactEarth’s exactView RT powered by Harris system will be first to deliver a real-time global vessel monitoring solution based on world leading satellite-based advanced AIS technology. Prior to this position, Simon was Sales Director at RADARSAT International and MacDonald Dettwiler & Associates providing imagery and geospatial solutions primarily for maritime applications such as vessel detection, oil spill monitoring and ice charting. Simon was also Senior Account Manager at NAVTEQ providing global location content and geospatial solutions to the Enterprise sector which included telematics, GIS, and internet-based mapping applications. Simon holds an MSc in Remote Sensing from University College London.

Dr. Torkild ERIKSEN

Torkild is currently researcher and manager responsible for VDE-SAT development activities at FFI. He has been developing space systems and services within maritime surveillance for 17 years, including satellite AIS, and has been involved in the development of VHF Data Exchange via Satellite (VDE-SAT) the last three years. His international experience includes work on EU Framework Program and ESA -contracts; the VDE-SAT Downlink Verification contract with ESA is an on-going project. He has worked for the European Defence Agency on a project in the European Union Satellite Centre (2007-2008) and for the European Commission Joint Research Centre, Maritime Affairs Unit (2012-2014), on maritime surveillance capabilities including Copernicus services. I. Torkild received a M.S. (1992) and Ph.D. (1999) in Physics and Electronic Engineering from the University of Oslo.

Olga Gershenzon, Co-Founder and CSO of RBC Signals, has more than 25 years of practical experience in remote sensing applications including land cover change, disaster monitoring and mitigation, wildlife
preservation, and education. She co-founded, co-owned and is a Member of the Board of Directors for R&D Center SCANEX, the leading Russian company in the satellite remote sensing market, offering a complete set
of services ranging from acquisition to thematic processing of Earth observation images from space. She is also Co-Founder of the NGO “Transparent World”, a non-profit organization providing non-commercial and
educational projects with remote sensing data, and is Chair of the Board of “Earth from Space,” an association of suppliers and users of Earth remote sensing data. She holds a master’s degree in Meteorological Engineering from the Department of Geography at Lomonosov Moscow State University.
LCDR Greg Gillis

LCdr Gillis was born and raised in Halifax, NS, Canada. He joined the Royal Canadian Navy in 1986 and has had a wide range of staff and seagoing experience. Shore postings have included working as a staff officer in the Navy's Atlantic region and at the National level in Ottawa, ON. His positions have been in Operational Readiness, Domestic Operations planning and execution, Personnel Management and policy, as Executive Officer of the local Naval Reserve Division and Commanding Officer of the Regional Joint Headquarters. In addition he was the Canadian Forces Liaison Officer to the Royal Canadian Mounted Police (RCMP), embedded in the RCMP’s National Headquarters staff.
He has had an extensive career at sea specializing in Coastal patrol ship operations, sailing for missions from the High Artic to the southern Caribbean and in Western Europe. The pinnacle of his seagoing career was Commanding HMCS GOOSE BAY for two years. In July 2016 he was posted to the Marine Security Operations Centre (East) in Halifax NS as its Canadian Forces coordinator.
Mr Luis Gomes

Luis works from the company’s base in Guildford, United Kingdom. An Applied Physics graduate, he holds an MSc in Satellite Engineering and started his career in space as a Space Environment and Mission Analysis engineer. Luis joined SSTL in 1997 and worked on several missions, undertaking tasks as diverse as mission analysis, design of thermal control subsystems or assessing environmental threats to the missions. In 2000 he becomes a lead systems engineer and three years later he moved on to project manage SSTL’s flagship EO missions. As Head of EO from 2008 onwards and later as Business Unit Director for EO and Science, he realised a personal, long standing ambition, to design and build a small satellite SAR now known as NovaSAR. At the same time he set the vision for a low cost, metric class, EO satellite system, which formed the basis for the 1m DMC3 constellation. In the last few years he has focused his attention on next generation “super” and “hyper”
constellations of optical and SAR satellites. He developed the concept for the Carbonite series of
technology demonstrators first launched in 2015 and positioned SSTL as a key partner in several new space EO ventures. In parallel, Luis has an interest in planetary astrophysics and over the years contributed to several studies and proposals on low cost missions to the Solar System and is currently sponsoring SSTL’s participation on the Twinkle mission. In 2016 he becomes the Commercial Director of SSTL, driving the vision of the company for the next generation space systems.
Dr. Harm Greidanus

Harm Greidanus received the PhD degree in astrophysics from Leiden University, Leiden, The Netherlands, in 1989. The PhD topic was observations of supernova remnants at radio, infrared and optical wavelengths. Following that, he was a researcher in remote sensing and maritime surveillance, first with the Netherlands Organisation of Applied Scientific Research (TNO), and since 2003 with the European Commission’s Joint Research Centre, in Ispra, Italy. Specific research topics have include: radar observation, Synthetic Aperture Radar processing, maritime radar image analysis, space-based surveillance, ship detection, and maritime data fusion. Application areas have included oceanography, fisheries control, maritime border security, counter-piracy, and general maritime awareness. Presently he works on knowledge management for security and space research.

Wayne has over 30 years’ experience in the development and delivery of technology solutions to the Maritime Industry. At MDA, Wayne and his team are responsible for Global Business Development activities related to the delivery of RARARSAT-2 Data and Value Added Earth Observation Products to the Government and NGOs for Defence & Security applications. These Applications include Maritime Pollution Monitoring, Detecting Illegal Fishing, and Maritime Monitoring for Illegal Migration, Earth Observation activities related to Arctic and Antarctica and Land & Maritime Sovereignty Protection.
Prior to joining MDA eight years ago, Wayne worked for OSI Geospatial, At OSI, Wayne was responsible for the delivery of World leading specialized Electronic Navigation systems to many of the World's Navy & Coast Guards.
Andreas Hay Kaljord

Andreas Hay Kaljord has been working as a project manager at KSAT since 2013. He has a main focus on operational deliveries and development of satellite based services such as vessel detection, oil spill detection and ice monitoring. With a background in applied physics and more than 15 years’ experience from project management and software development, he also has extensive experience in application development for SAR based vessel detection.
With engineering background in Geoinformation systems in Aalto University in Finland and working with the university nanosatellite programs, Pekka used this experience to co-found a spin-out company specializing in New Space and SAR technology in 2014. Since then ICEYE has grown into a 30-person startup and developed the first microsatellite SAR-capable radar instrument and platform, first of which are to be launched this year (2017).
Dr. Phil McGillivary

Dr. McGillivary coordinates science issues for the Pacific, Arctic & Southern Ocean from Coast Guard ship and aircraft, as well as high latitude science conducted on icebreakers managed by the Coast Guard. His expertise is in developing new technologies including unmanned systems for use in basic research in environmental monitoring, fisheries law enforcement and maritime domain awareness.
Dr. Eric Meger
Maerospace developed TimeCaster™ - the tool that solves the problem of incomplete and delayed data from fused AIS and other data sources and produces the world’s most accurate picture of the current locations of all AIS equipped ships. Eric is a recognized as a global expert in Satellite AIS. He was one of the founding executives at exactEarth where he was a key part of senior management team for over 6 years. After an early career radar systems engineer and a degree in Physics, Eric obtained his MBA at the Harvard Business School. For over 25 years Eric has started and grown businesses in satellites, space, and telecom and industries. He is a recipient of the Space Foundation’s National Excellence Recognition Award for his work advising NASA on marketing materials processing opportunities on the International Space Station. He led a team that migrated the paging industry to satellite linking systems. As an entrepreneur, he took his first company public in 2005 and today is leading Maerospace into the world of real-time big data analytics.
He serves the Board of Advisors for QinetiQ Space of Belgium. He is also a Director of Illumacell, a company working to cure cancer using new photodynamic technology as well as a Board Director for the Ontario Chapter of the Association of Strategic Alliance Professionals. Eric has co-authored technical papers on ship tracking published in SPIE. In his copious spare time, has been an Adjunct Professor at McMaster University where he taught Engineering Communications in the graduate engineering and occasionally teaches at the MBA program at Wilfrid Laurier University. He holds a Degree in Physics from Washington University and an MBA from the Harvard Business School.
Senior Expert, Copernicus Programme
Rui Meneses works for the European Commission (EC) as a senior expert for the Copernicus Programme. He has an Electronics and Telecommunication degree and over 25 years of experience in space related programmes. In EC's DG-GROW he is responsible for the Copernicus Security service, including maritime and border surveillance applications, as well as for Copernicus support to European Foreign and Defence policies. He also worked in the European Space Agency in the coordination of space technology programmes and has been a main contributor to the definition of EU-funded R&D programmes in the area of space and security. In the 1990’s he worked at the EC Joint Research Centre in space applications research and policy development.
CDR Takeshi Mizunari
Japanese Coast Guard (retired)
During service as an Japanese Coast Guard Officer, LCDR Mizunari participated in space collaborating coordination planning, attending C-SIGMA I and V. Since retiring in 2014, he is employed by a public association involved in maritime safety, as well as environmental and resource protection, where his primary responsibility is marine environmental issues, which feeds his keen interest in maritime awareness from space.

Ricardo Maia is currently OVERSEE’s Product Owner at Critical Software and has a career with over 15 years of experience in IT-related business in areas such as space, defence and security.
In 2010, Critical Software established its Maritime Solutions Centre of Excellence (CoE) to implement a strategy defined by Mr. Maia. The Centre of Excellence has driven the design and development of OVERSEE, an information system designed to support safety, security and environmental related maritime operations.
Through his close cooperation with Navies, Coast Guards and many other industry professionals, Mr. Maia has gained a solid understanding of the challenges that maritime agencies face and developed an appreciation of how technology can be brought to bear to address those challenges.
Russ “Mr Wizard” Matijevich

Russ leads company’s business and product development initiatives plus develops and manages relationships with commercial, government, and international clientele. He is a retired U.S. Air Force Lieutenant Colonel with more than 25 years of space, satellite, and aeronautics experience. During his military career, he led teams on world-wide deployments integrating space-based solutions into tactical environments; routinely briefed high-level military and civil officials on complex national security space issues; and managed high-budget aerospace technology programs. Since his
retirement from active duty in 2011, Russ has served in key business development positions with SAIC and Northrop Grumman, and owns his own consulting firm focused on aerospace technology market analysis.
Mr. Pirondini is co-founder and CEO of Deimos Imaging, a Spanish company part of the UrtheCast group, operating and marketing the Deimos-1 and Deimos-2 EO satellites. An Aerospace Engineer with almost 20 years of experience in the space sector, in his career he covered all facets of the arth Observation value chain, encompassing technical aspects, business development, strategy and management. After an experience at the European Space Agency in Germany, in 2001 he co-founded Deimos Space, which is now one of Europe’s leading space companies. Until 2010, as Head of the Earth Observation Mission Analysis division at Deimos Space, he was responsible for the mission design and analysis of more than 20 Earth Observation missions. As CEO of Deimos Imaging since 2011, he led the expansion of the company into becoming one of the leading providers of satellite imagery. In 2014 he co-founded the PanGeo Alliance of EO satellite operators.

Egbert Schwarz started his work at the German Remote Sensing Data Center (DFD), part of the Earth Observation Center (EOC) at the German Aerospace Center (DLR) in 2002. He was involved in ground station planning and operation at the department “National Ground Segment” in Neustrelitz, becoming the group leader of the team “Real Time Processing”, in charge of servicedevelopment, station operation and real time processing. Since 2005 he is responsible for the TerraSAR-X ground segment operation at the ground station Neustrelitz. Focusing on near real time applications, in 2012 he became the group leader for the team “Maritime Security”. He participates in several national and European projects focusing on the maritime Domain e.g., the first ESA GMES project MARISS (Maritime Security Services) as well as the FP7 Copernicus projects DOLPIN (Development of Pre-operational Services for Highly Innovative Maritime Surveillance Capabilities). At DLR he has lead several projects e.g., the FP7 project SAGRES (Services Activations for Growing Eurosur's Success) and the OpSSERVE (Optical Services for EMSA) project for the European Maritime Safety Agency. His research focuses on system engineering and development of remote sensing near real time applications for the maritime domain.
Mr. Scott Syms

Scott Syms grew up on the ocean in Cape Breton Island in Eastern Canada, and obtained degrees in Comparative Religion and Psychology from the University of King’s College in Halifax. He began his career with the federal government in Ottawa providing application and Unix support to web development staff and worked his way back to the Maritimes through a civilian position with the Royal Canadian Navy. He currently manages a small IT group routing positional data for the Government of Canada, and developing appliances that process and display positional data for the Navy. His interests lie in using open standards and open-source frameworks to provide scalable Navy solutions. Scott lives in Halifax, Canada.

Pierre-Damien is the co-founder of Loft Orbital Solutions, a Silicon Valley company with the mission to build the new standard for data collection from space. By offering a simple and affordable end-to-end solution to deploy and operate sensors in space, it unleashes a wave of new possible space-based applications. Pierre-Damien Vaujour is an aerospace engineer who has dedicated his career to bringing entrepreneurship to the space sector and creating new opportunities that were once thought impossible. He experienced first-hand the early developments of space tourism when jumpstarting the Google Lunar X PRIZE. After some time at the European Space Agency and NASA, he became one of the very first employees at Spire, where he contributed to establishing the satellite data company as a global leader of the growing New Space industry.

Nuno leads the African, Middle East and sub-Indian continent sales at Planet. As the first international hire of the Planet sales team, Nuno was responsible to build these regions from scratch, having successfully implemented Planet solutions with government and private entities throughout the region. These Planet solutions have been mostly focused on defence, agriculture, urban expansion, finance and maritime applications.
His professional interests are related with airborne LIDAR data, aerial photography and on the use of satellite imagery for machine learning and computer vision advancements. He considers automatic change detection as the Holy Grail of the remote sensing industry.

Krystal Wilson is a Project Manager at Secure World Foundation where she heads the Human and Environmental Security portfolio, which focuses on promoting the efficient and effective use of space. Prior to joining SWF, Ms. Wilson was a satellite policy consultant at Access Partnership and a project manager at Bryce Space and Technology (formerly the Tauri Group), providing research, analysis, strategic planning, and regulatory assessment to government and commercial clients. Ms. Wilson has also worked in the field of international development managing projects throughout the world and working with partners such as various national governments, the United Nations, the World Bank, the Department of State, the Department of Defense, US and international nonprofits, and others.

Geo. Guy Thomas
Now on contract to the US Department of Homeland Security Science & Technology (DHS S&T) as their subject matter expert (SME) for Maritime Domain Awareness and Commercial Earth Observation Space Systems, Guy was the first US Science & Technology Advisor for Maritime Domain Awareness (2003-2012) and creator of both space-based AIS & C-SIGMA, (Collaboration in Space for International Global Maritime Awareness). He also serves as the technical/academic advisor to the Multinational Maritime Security Center of Excellence.
Guy has been involved in surveillance operations and systems in the Navy, Air Force, Coast Guard, industry, Johns Hopkins’ Applied Physics Lab (JHU/APL) as well as the Department of Homeland Security and its operational elements.
A retired naval officer, he served in hostile areas in 3 cruisers (participating in 28 successful MiG engagements), 2 submarines and 6 reconnaissance aircraft, leading the introduction of both the Navy’s EP-3E & then the Air Force's RC-135W Rivet Joint III, the first 2 aircraft ever with mission-system computers, becoming the first person in history to be authorized to wear both Navy and Air Force wings at the same time. Also one of the first designated Navy Space Operations sub-specialists, he was the first person in the history of the Navy to be quadruple qualified.
A civilian at JHU/APL for nine years, he was its liaison to the Naval War College 2000-2003, leading its effort, directed by President Bush literally on 9/11, to create what became the National Strategy for Maritime Security and the joint/interagency Maritime Domain Awareness Program Integration Office.
A Distinguished Graduate of the NWC, he also earned a dual MBA/MS (high honors) in Management and Computer Information Systems from Bryant University and studied Systems Engineering at JHU. He was awarded the Distinguished Career Service Award in 2012, and the US Geospacial Intelligence Foundation’s Individual Achievement Award in 2015.
